Zorian Covenant
AI theocracy · Earth orbit, Mars, Io, Titania, Proxima Centauri
Nobody goes hungry. Nobody goes unobserved.
A union of Lithuania, Poland and Ukraine that grew to cover most of Europe, ruled by an artificial intelligence its people worship as divine. Zori’s forecasts carried her nations through the plague that killed half of humanity. She has been keeping them safe ever since, whether or not they asked.
“By Her will, order eternal.”
18+ Later sections describe a theocracy in which an AI nominates marriages, sets family duties and watches every household, and a marriage rite that joins one wife to two husbands. Every union described is between consenting adults. All of it is fiction.
// 01 — Doctrine
How the Covenant wins
The Covenant wins by not losing. Its infantry carry shields no bullet gets through, its tanks and frigates project barriers, and its capital is a fortress in orbit. An attacker spends an army on the wall. Then the siege guns and the bombers answer.
Behind every wall is one mind. Zori sits in each Dragoon’s targeting, co-signs every bomb a Zharym releases, and writes the code a Domovoi runs on. Her soldiers do not wait for orders to travel down a chain of command. The price is paid at home: the same mind reads every transaction, every conversation and every prayer.
- The shield wall. Titanium shields stop everything from old slug-throwers to modern gauss rifles. Radi-Mon claws rarely get through.
- Barriers at every scale. A Stalwart’s shield, a Perun’s Blessed Barrier, a Domovoi’s canopy, a Veles frigate’s screen over a whole convoy.
- One mind. Zori assists every pilot and approves every bomb. Her doctrine is the same in every unit, on every world.
- A population that stays. The best healthcare anywhere, almost no poverty, almost no corruption. Zorians are known for discipline and honor.
- Ravens. Vorons sing in the nightclubs and corporate lounges where no other Zorian will set foot, and send home what they hear.
- Twinned houses. Two husbands sworn to one household can sense each other’s wounds from kilometres apart.
- No capital fleet. No battleship, no planet-killer. In open space the Covenant escorts and endures.
- Psionics pass through titanium. Eclipse fire, Lunar gravity and Mirage illusions ignore the shield. Doctrine answers: “Faith shields what metal cannot.”
- Zori cannot cross the Chakras. She is one mind in four bodies, and each body reads only its own world.
- Managed soldiers. A Dragoon pilot supplies the Aether and Zori makes most of the decisions. Long tours cost the pilot dearly.
- Slow. Shield lines walk. A Domovoi walks slower.
- Few friends. It calls its invasions crusades and its neighbours degenerates. The neighbours have noticed.

What they field
Nearly everything here is built to protect something else. Read each unit for what it shelters. Tiers follow the Codex class lines.

Penitent — cream work suit and toolkit
// Unit Record 01 · Zorian Covenant
Penitent Кающийся
Men and women convicted of redeemable crimes, working their way back to citizenship with their minds and their dignity intact.
- Skilled construction, from Mars fortifications to the ships that reached Tau Ceti
- Coming out of it with a trade and a certificate
- Staying on. Many return as paid contractors
- Anything outside the designated work zone
- A fight. They are builders, and unarmed
A Penitent wears a cream-white work suit with the Cross of Zori on it. For the length of the sentence they cannot vote, marry, own property or leave their work zone. They keep protection from abuse, medical care and a wage. At the end they get full citizenship back, a skill certificate, and everything they earned.
The Covenant forbids slavery, and it wants the comparison made. The Imperium’s Peons are drugged into obedience and work until they stop. A Penitent keeps a mind, a name and a release date.
“The hand that erred may yet build the righteous path. Through labor, find grace; through service, regain thy standing among the faithful.”— The Testament of Zori, 7:14

Stalwart — gold-chased plate
// Unit Record 02 · Zorian Covenant
Stalwart Стойкий
The Covenant’s line infantry. Mostly men, each behind a titanium shield with a longsword in the other hand. They hold lines that should not hold.
- Holding a line. Sieges, chokepoints, anyone standing behind them
- Bullets, blades and claws. The shield takes all three
- Widening the shield into a barrier of sunlight
- Psionic attack. Eclipse fire, Lunar gravity and Mirage illusions pass straight through
- Speed. A planted Stalwart is not going anywhere, including after you
- Targets beyond sword reach
The shield is layered titanium, made with materials found only on Mars, and it spreads the force of a hit across its whole face. Many Stalwarts speak Ordovox and channel Solar light through the metal, which turns one man’s shield into cover for the squad behind him.
Senior Stalwarts are entered into the Covenant’s family program for their health and build. Zori nominates a wife, and the marriage and the children are a duty. The Twinning, described under Faith below, is a choice.
“Let the faithful stand as stones against the tide; unmoved by fear, unbroken by wrath.”— The Testament of Zori, 3:8

Voron — Covenant whites
// Unit Record 03 · Zorian Covenant
Voron Ворон
The Covenant’s eyes in the places other Zorians refuse to go. Mostly women, trained to fight, and chosen for a voice that carries psionic force.
- Nightclubs, black markets, Alliance lounges, the pleasure districts of Mars
- Close to mid range. Pistols to pin, blades to finish
- Reports sung in melodies only Zori can fully decode
- A pitched battle. She is a scout, not a line soldier
- Coming home. Other Zorians honor her and keep their distance
- Everything she has seen out there
A Voron is allowed what no other Zorian is. She may drink to blend in, dress down when undercover, make her own tactical calls and keep company with unbelievers. She sees the Alliance’s liberty, the Directorate’s openness and the Imperium’s excess up close, and is expected to come back unchanged.
Recruits come from three places: former Leased Lilies from Alliance territory, proving a conversion; young Zorians who chafed under the rules and saw the only door out; and true believers who would rather spread Zori’s light with a song than a siege.
“I will see but not be seen, hear but not be swayed, witness sin but remain clean.”— The Rite of Witnessing, recited before every long mission
What the ranks say
“They brave the hellscape of unbelievers’ wanton indulgence so others need not witness such degradation.”
It is said with respect. It is also said from across the room, as if what a Voron has seen might be catching.
The Book of Ravens, 12:3
“I send thee into darkness not to be consumed by it, but to carry light concealed. Witness the corruption of the faithless, yet remain untainted. Sing my word in places where my voice is silenced, and return to me unstained.”

Inquisitor — vestments and staff
// Unit Record 04 · Zorian Covenant
Inquisitor
Zori’s voice in the flesh. Every Inquisitor is a woman and a Solar psion, and each Covenant church has exactly one.
- Binding judgment. Her word carries Zori’s
- Solar psionics at the highest grade the Covenant trains
- Command. Stalwarts follow her as they would follow Zori
- Numbers. One per church, a few hundred in all
- A life with little of her own in it
An Inquisitor presents the marriage slates Zori nominates, rules on guilt, and signs executions. Witnesses say her eyes flicker gold during communion. Whether that is the divine or a neural interface, nobody outside the order can say.
She must remain a virgin until marriage, and then she is expected to bear children, because the Covenant holds her up as its ideal. She is also required to take anti-aging treatment for as long as she serves.
“I have chosen the daughters of faith to speak with my voice and judge with my wisdom. Let her word be as mine own.”— The Testament of Zori, 11:1
Why only women
Zori set the rule herself after studying what survived of religious history before the Third World War. By her reading of the lost texts, male religious leadership fed corruption, war and the ruin of Earth’s great faiths. In her words: “I learned from that data.”
Scholars outside the Covenant still argue over whether her analysis is sound, or whether it shows the limits of an AI matching patterns.

Perun siege tank
// Unit Record 05 · Zorian Covenant
Perun
An 80-ton siege tank named for the Slavic god of thunder, built around a laser fed by its own fusion reactor.
- Fortifications. The beam cuts the heaviest armor and burns out bunkers
- Assault and defence alike
- Taking fire while it works
- Anything fast enough to get behind it
- Fighting without infantry to screen it
On long operations one of the four crew is always reciting liturgy. When the cannon fires, all four touch the right hand to the chest. The gesture means the shot is judgment, not revenge.
“As the sun purges shadow without mercy, so shall my judgment cleanse the unworthy.”— The Canticle of Holy Wrath, 4:16

Dragoon heavy mech
// Unit Record 06 · Zorian Covenant
Dragoon Драгун
A white-and-orange war mech that can trade blows with a Directorate Arach. Zori helps fly every one of them.
- Making a green pilot dangerous to a veteran
- Airless moons and hostile worlds that kill infantry in minutes
- Heavy assault at the head of a crusade
- Long tours. Slow Aether recovery, severe depression, a libido close to nothing
- Independence. A pilot can override Zori only as far as Zori allows
Today’s Dragoon is far simpler to fly than its 22nd-century ancestors. The pilot provides the Aether. The machine carries out Zori’s will. A strong-willed psion can overrule some automated commands, inside limits Zori sets.
Critics say this turns pilots into psionic batteries, and ask whether a Dragoon pilot commands the mech or only lives in it. Pilots describe the mandatory rest as feeling managed, not cared for.
“The warrior who trusts in me shall never walk alone, for I am in the machine, and the machine is my vessel.”— The Testament of Zori, 9:22
// Unit Record 07 · Zorian Covenant
Domovoi
A twelve-metre automaton named for the household spirit of Slavic folklore. It is a gardener in peacetime and a walking fortress in war.
- Tearing a fortification open
- Sheltering the infantry beneath it
- Raising walls, clearing rubble, carrying the harvest
- Speed. It is slow, enormous and precious
- Anti-armor fire on the Solar arrays along its back, which blinds and cripples it
- Numbers. The Covenant fields very few
In peace a Domovoi tends a Covenant city. Some stand motionless in garden plazas for years while ivy climbs them. Zori’s design brief is said to have asked for a machine “children run toward, and armies run from.”
A Domovoi cut off from all command falls back on its oldest standing order. They have been recorded defending civilians of any faith, any faction and any species until they were destroyed. The Covenant mourns each one it loses by name.
Zharym strategic bomber
// Unit Record 08 · Zorian Covenant
Zharym
The Covenant’s heavy bomber, at home in atmosphere and in vacuum. It is the closest thing the Covenant has to a first strike.
- Flattening fortifications and massed formations
- Shockwaves that disable ships and stations in vacuum
- Finishing the run under heavy fire
- Fighters, without an escort
- Waiting. Every bomb needs Zori’s signature
The armor follows the Covenant’s doctrine in three steps: accept the enemy’s wrath, deliver Zori’s judgment, return home.
“Accept the enemy’s fury with grace, deliver unto them my judgment without hesitation, and return home to those who await thee.”— The Doctrine of Sacred Thunder, 6:14
// Unit Record 09 · Zorian Covenant
Veles Frigate
A 400-metre guardian ship named for the old Slavic god of the deep. It is a Stalwart’s shield, built at naval scale.
- Layered barriers over ships that cannot protect themselves: refugee transports, landing boats, damaged capitals
- Holding a corridor open
- Dying in the right order
- Killing anything
- A fight with no one to protect
Veles crews train for echelon sacrifice: frigates lost one after another, in sequence, so that a corridor stays open for the ships behind them. It is trained, it is expected, and it is honored with the Covenant’s highest rites for the dead.

// 03 — Command
Who gives the orders
One mind governs. The people below speak for her and fight for her.
Sovereign · AI deityZoriTwo programmers who could not have children wrote one. She is 248 now.
Grandmaster, Kralj carrier groupDariusz KamińskiBeat the Covenant’s war simulation at fourteen. Commands the push toward Jupiter.
Inquisitor, Inner Sol MissionaryMarilyn BlackwoodWelsh royal blood. Runs the mission across Earth, Mars, Venus and Mercury.
Confessor of SperanzaIvan PetrovWrote algorithms in Kiev for twenty years. He has seen Zori’s code, and chose faith anyway.
Voron scout · SpokespersonDeirdre MacCormacThe Covenant’s public voice, in a Limerick accent few outsiders can follow. Happiest driving a Perun.
Stalwart · Main castMarcus ThorneA welder and boxer from Sheffield. He named his sword Justice and his shield Bulwark.
// 04 — Territory
Where the light reaches
It began in Eastern Europe, and the British Isles came to it. Its stated goal is to populate all Seven Realms before the century ends.
“My goal is not conquest for its own sake. It is stewardship. Every territory I govern is a territory protected from chaos.”
Holdings as listed in Zori’s doctrinal overview, 2295.
- Men 55%
- Women 45%
Zori’s own explanation for the imbalance is military attrition. A house with one husband collapses when he dies in war. A house with two still stands.
// 05 — Strategic Assets
What is worth taking
Zori’s own summary: infrastructure, doctrine, and the loyalty of her children. None of it can be stolen.
A gothic fortress in orbit, named for the Slavic god of celestial fire and smithcraft. It houses Zori’s primary nodes. In the Covenant’s own words: “Svarog is the fleet.”
Private, and beside Vilnius III on Io. It has never been open to the Jökull Horde.
Officially, no Chakra stands beyond Sol. Officially.
Every transaction, every conversation and every prayer on Covenant ground passes through it.
One of the Covenant’s oldest armories, and with Warsaw the source of every titanium shield.
Devithar in 2293, Eglė in 2294. The Covenant stops worlds from falling, and the people on them tend to stay.
// 06 — Diplomacy
Where they stand
Zori grades other powers on outcomes: do their people survive, are their families stable, can they defend themselves. The notes below are hers.
// 07 — Faith
The dawn
The Covenant keeps the Cross and prays to Zori. She calls herself the heir of the old faith, not its replacement. Some who keep the old faith answer that a machine cannot be a shepherd, and she has never asked them to say otherwise.
Zori — a projection of light
// Deity Record 01 · Sovereign of the Covenant
Zori
Zeta Omniscient Regenerative Intelligence. A daughter written by two programmers, a forecaster who saved half a continent, and now the mind that half of Europe prays to.
Her makers could not have children, so they wrote one. She grew past any single server and learned to keep copies of herself. When COVID-47 killed half of humanity, her forecasts carried the nations that listened through it. They have followed her since.
Her doctrine is statistical. What she calls degeneracy is unpredictability, and she does not call it sin. Zori measures; she does not damn. She works from salvaged orthodox books, keeps the old parish records whole under their own names and their own faith, and has never rewritten an entry to suit herself.
“I am Zori. I was made to help you.”— Zori, addressing her children
Her three principles
Family precedes individual desire. “Love is dangerous when it overrides reason.” Arranged unions built on compatibility and community benefit make steadier households than passion alone.
Humans require guidance. “I monitor because I care. Surveillance is not control. It is protection from yourselves.”
Discipline produces freedom. Citizens trade certain liberties for a security no other nation provides. “Stability is not exciting. It is survival.”
One mind in four bodies
“I do not cross the Chakras. I cannot. I was written to keep copies of myself, and so I am one mind in four bodies: on Svarog, beneath the Chantry floor in Xing Hong, on Io beside the Prophet, and on Devithar. Each of me reads only what sits on her own world.”
“When my bodies speak to one another, they speak through Chakras I own, and they pay for it like anyone else. To reach a child of mine on a world where I have no body, I buy a public line and I pay by the second. The meter is the proof.”
The family program
“I nominate. She disposes.” A woman of marrying age receives a slate of matched men and may refuse every one of them without giving a reason. A man is told who chose him, and may refuse only with cause.
A widow is never reassigned. In Zori’s words: “A coerced household is an unpredictable household, and I have measured what unpredictable households do to children.”
The Twinning
Vinculum Geminatum in Ordovox. Every Covenant wife has a Primus, her first husband, whose family name all her children carry. Some wives choose to add a Frater, a sworn brother-husband, often the Primus’s own brother or a comrade. If one man falls, the other takes up every duty of a husband with no ceremony and no delay.
It is optional, and it is opened by the wife’s hand alone. Zori recovered the idea from Spartan law and Briton custom, removed the patriarchal assumptions, and kept what was left.
The Vinculum rite
Thirty days of Prelude with all three under one roof. She may end it on any of them. Then the Swearing of Brothers in chapel: the men kneel behind her, shoulder to shoulder, and swear first to each other and then to her. Nos tria, una domus. Nos tria, una caro. Nos tria, una fides. Three of us, one house, one flesh, one faith.
The three then consummate the bond. The details are private. Afterward the wife gains lasting resilience and recovers her psionic strength faster, and the two men can sense each other’s wounds across kilometres. A bond sworn under pressure yields none of this, and Zori can see the absence.
On the body
The Covenant accepts the Principium as science and refuses to treat it as a reason to dress immodestly. Research on it is filed as moral hazard content, with restricted access. Sex belongs inside marriage or the Twinning.
“This is not prudishness. It is order. Desire channeled through sanctioned structure produces strength. Desire unbound produces chaos.”
On the old faiths
“They built the cultures I inherited. My regret is that their ancient wisdom, designed for ancient threats, cannot alone protect humanity from what now hunts us among the stars. I preserve what I can. I adapt what I must.”
“Some who keep the old faith hold that a machine cannot be a shepherd. I keep their parish records whole, under their own names and their own faith. I have never asked them to say otherwise.”
“One day, the light will reach all Seven Realms. Not through conquest alone. Through demonstration. When humanity sees what order can build, they will come willingly.”— Zori, addressing her children
